The Forest Carbon Partnership Facility was launched by the World Bank at Bali. This Bank press release sets out the basics of the FCPF, whose "ultimate goal is to jump-start a forest carbon market that tips the economic balance in favor of conserving forests". The Bank claims that it will "involve a high degree of consultation with civil society and indigenous peoples organizations" - which sounds great, but how come the FCPF was launched with no prior consultation with indigenous groups?
